Phillipa Altmann

Phillipa Altmann serves as outside general counsel to California charter schools, partnering with boards of directors and school leaders on governance, employment, litigation management, compliance, contracts, and strategic risk management. Drawing on nearly 30 years of legal experience, she provides practical, responsive counsel that helps schools navigate complex legal issues while remaining focused on their
educational mission.

Before joining Rosenberg Cassady, Phillipa served as General Counsel for one of California's largest charter school organizations before returning to private practice as Of Counsel with Procopio. She previously spent more than a decade as Senior Litigation Counsel for the California Charter Schools Association, representing the interests of charter schools in trial and appellate courts throughout California, including matters before the California Supreme Court and California Courts of Appeal.

Earlier in her career, Phillipa practiced with California law firms handling complex civil litigation involving business, employment, real estate, land use, environmental, and public law matters. Her litigation background informs her practical, strategic approach to advising clients and helping schools proactively manage legal risk. Phillipa earned her J.D. from the University of California, Berkeley School of Law and her B.S. in Business Administration, summa cum laude, from the University of Southern California. She has also completed formal mediation training, bringing a collaborative, solutions-oriented approach to dispute resolution.
